Local Law 97 Issues “Heating Up” Amongst Co-op Shareholders

On June 20, 2023, at PS 121 in Douglaston, NY, a standing-room-only crowd showed up at the 450-seat auditorium at PS 221 to hear about the potentially devastating financial impacts of Local Law 97 mandated penalties and the draconian penalties imposed for non-compliance with the strictest carbon emission standards in the Country.

The Town Hall was hosted by New York City Council Member Linda Lee and the panelists included CM Vickie Paladino; PCCC Co-President Bob Friedrich; PCCC Legal Counsel Geoffrey Mazel; Board President Melissa Tso (Deepdale Gardens); Janice Schreibersdorf (Beech Hills) and Brian Sokoloff (Bell Park Gardens).

The panel discussed the details of Local Law 97 and the many problems with it, most importantly the draconian penalties imposed for non-compliance. In addition, the panelists outlined various legislative measures that were introduced in the NY City Council to ameliorate the devastating impact of this law, including delaying it for seven years; reducing penalties based on financial hardship and/or good faith efforts. 

The efforts of the PCCC and elected officials on this matter are ongoing and multi-layered. The concern of the shareholders at last night’s meeting was palpable and we are doing everything we can to ensure some relief from Local Law 97.
